Cloverland Farm Mitigation Bank Receives Final Approval from the Norfolk IRT

February 24, 2026

Cloverland Farm Mitigation Bank is pleased to announce that it has received formal approval from the Norfolk District Interagency Review Team (IRT), marking a major milestone in bringing new stream and wetland mitigation resources to northern Virginia.

The Norfolk IRT—led by the U.S. Army Corps of Engineers – Norfolk District and comprised of state and federal agency partners—has approved the bank’s Mitigation Banking Instrument (MBI) in accordance with the federal 2008 Compensatory Mitigation Rule. This approval confirms that the bank meets rigorous technical, financial, and ecological standards for restoring and enhancing aquatic resources within the Potomac River Basin.

Located along Broad Run, the Cloverland Farm Mitigation Bank will generate high-quality stream and wetland credits through comprehensive restoration activities designed to improve channel stability, reconnect floodplains, enhance riparian buffers, and strengthen long-term watershed function. The project transforms previously impacted or altered areas into resilient, self-sustaining aquatic systems that deliver measurable ecological lift.

With IRT approval secured, credits from Cloverland Farm will soon be available to permittees seeking efficient, regulator-approved compensatory mitigation solutions. By utilizing bank credits, project sponsors can streamline permitting timelines while supporting landscape-scale restoration that provides enduring water quality, habitat, and hydrologic benefits.

This approval reflects extensive coordination with agency partners and a shared commitment to advancing ecological restoration in Virginia. Cloverland Farm Mitigation Bank looks forward to serving the region’s infrastructure, transportation, energy, and development communities while contributing meaningfully to watershed health.
